How to read these numbers

A zone-day is one warning zone with a warning on one day. Spain has 182 zones: ten zones warned on the same day make ten zone-days. A day with several warnings in one zone counts once, at its highest level; each warning type counts once per type.

A warning is a forecast, not a measurement: it says a threshold is expected to be exceeded in a zone. Each zone has its own thresholds (a yellow heat warning doesn't start at the same temperature in Asturias as in Córdoba), so these numbers count how often a warning was issued, not how hot or wet it was. Thresholds have barely changed: according to Maldita, maximum-temperature thresholds have changed in only 10 of the 182 zones since 2006, always upwards. More heat warnings are not explained by lower thresholds.
